pub_format: the format of the public keyring, RNP_KEYSTORE_GPG or other RNP_KEYSTORE_* constant.
sec_format: the format of the secret keyring, RNP_KEYSTORE_GPG or other RNP_KEYSTORE_* constant

Returns RnpFFI object on success or false on failure.
